Best AI meeting minutes
software for local government

The real options, what each one actually produces, and the questions that decide which is right for your city, town, county or school board. Written for clerks, town administrators, board secretaries and anyone else who writes minutes for the official record.

Short answer

For anyone who has to file an official record (motions, seconds, each member's vote, attendance), the AI minutes choice in 2026 comes down to Govably and ClerkMinutes. Many of the governments looking at them already run CivicPlus, Granicus or BoardDocs for agendas and video, and keep it: an AI minutes tool works alongside those platforms.

General-purpose AI notetakers (Otter, Fireflies, Copilot, Zoom AI Companion) are a different category. They summarize discussion. They do not produce a parliamentary record.

Two questions sort the market. Does the tool give you finished minutes, or a draft you finish somewhere else? And does it remember who your board members are, or ask you to label them again every meeting? Govably is built to answer yes, and yes, with a Client Success Manager who has written minutes working alongside you.

The questions that actually decide this

These are the questions that change which tool you should buy, in the order they matter to a clerk.

QuestionWhy it decides the purchase
Does it give you finished minutes, or a draft?A draft you have to finish in another program still costs you the evening. Finished minutes are written in your format, with the votes recorded, and edited right where they were written.
Does it remember your board members' voices from meeting to meeting?Speaker names are where AI minutes go wrong. A tool that starts fresh every meeting has you labeling speakers every meeting. A tool with speaker memory names them for you after the first time.
Does it write motions the way minutes should read?Mover, seconder, the motion language, and each member's vote by name, then the result. If those details are buried in a paragraph, you cannot check them at a glance.
Does it show you what it is unsure of?Rereading a whole meeting to find one mistake is most of the work. A tool that flags only its uncertain spots lets you review those and move on.
Will it take the recording you already have?A tool that takes your existing YouTube, Zoom or video-vendor link is a same-week change. One that needs its own capture setup is a project.
Does the output match your minutes format?Every clerk's office has a house style: headings, the exact motion sentence, how actions are recorded. A draft in the wrong format is a reformatting job.
Is there a person who knows minutes helping you?An off-the-shelf tool is yours to figure out. A Client Success Manager who has written minutes can set up your format and catch what software alone would miss.

The options, and who each one is right for

Every row describes what the product is built to do and the clerk it fits.

OptionWhat it isBest for
Govably The most accurate, most comprehensive AI minutes platform for local government. Your Client Success Manager, who has local government experience and has written minutes, sets up your format and stays with you. VoicePrint identification names every speaker and remembers each board member from meeting to meeting. Every motion is written out with mover, seconder, motion language and each member's vote by name. Flags only the items it is unsure of for review. You finish the minutes in a full document editor, in your house style, and publish to a public portal where residents click through the transcript to jump to that moment in the recording. Takes a link from YouTube, Zoom, Vimeo, Granicus, Swagit, TelVue, Cablecast or CivicPlus. Unlimited users. Any local government that records its meetings and wants finished minutes, from a one-board town that meets monthly to a county with a dozen committees, including offices catching up on a backlog of unwritten minutes.
ClerkMinutes An off-the-shelf AI minutes tool for municipal clerks: upload a recording or transcript and get a draft with suggested speaker labels and motion/second notation, which you export and finish yourself. Offices that want an off-the-shelf AI draft to finish themselves.
CivicPlus Agenda & Meeting Management The former CivicClerk: an established meeting-management suite that pairs with CivicPlus websites and codification. Governments that run their website, agendas and meetings on CivicPlus. Keep it, and add Govably for the minutes: Govably takes your CivicPlus recording link directly.
Granicus (Legistar, Peak, OneMeeting) Well-established meeting-management products at different scales, plus streaming and records-request tooling. Legistar is the long-standing choice for legislative management. Governments that run agendas, legislation and streaming on Granicus. Keep it, and add Govably for the minutes: Govably takes your Granicus video link directly.
BoardDocs (Diligent) A board-governance and policy platform, strongest in school districts. Districts that run board packets and policy on BoardDocs. Keep it, and add Govably to write the minutes from the recording.
General AI notetakers (Otter, Fireflies, Copilot, Zoom AI) Transcription plus a discussion summary. No concept of a motion, a second or a roll call. Output is prose, not a record. Internal staff meetings rather than a public body's official record.
Word and email Entirely manual. The clerk types from notes and scrubs the recording to confirm movers and tallies. Where most clerks start. See Govably vs Word.

Details for other vendors are from their public materials as of August 2026.

Motions are the test

The simplest way to judge any AI minutes tool is to look at one motion. In Govably, every motion is written out the way minutes are supposed to read:

As it appears in the minutes

Item 7. Award of the 2027 street resurfacing contract.

MOTION by Council Member Davis, seconded by Council Member Ruiz, to award the 2027 street resurfacing contract to Smith Paving, the lowest responsive bidder, and authorize the Mayor to sign the agreement.

Ayes:Davis, Ruiz, Thompson, Lee Nays:Morgan Abstain:None Absent:Carter

Motion carried, 4 to 1.

Mover, seconder, the motion language, each member's vote by name, and the result. Because Govably's VoicePrint technology knows each member's voice, those names come from the people who actually spoke.

How to tell a draft tool from a minutes platform

Many AI minutes tools stop at a draft. A minutes platform carries the record all the way to approved, published minutes. Ask these questions and the difference shows quickly.

Govably is a minutes platform. That is the difference between saving twenty minutes and getting your evening back.

How to run the evaluation in one week

You do not need a six-month RFP to tell these apart. You need one real meeting.

  1. Pick a hard recording. A regular meeting with a contested item, cross-talk, a roll call with an abstention, and someone calling in on a bad phone line.
  2. Send the same recording to every vendor and ask each to produce minutes in your format. Send it to us and get your first minutes free.
  3. Grade the record, not the prose. Every motion present and written out? Right mover, right seconder? Every member's vote attributed by name? Abstentions and recusals correct?
  4. Time the correction, not the generation. The number that matters is how long it takes you to get the minutes to filing standard, including anything you have to finish in another program.
  5. Run a second meeting. This is where speaker memory shows. Count how many speakers you have to label the second time.
Who wrote this, and how to check it

Govably publishes this page. Everything stated about another vendor comes from that vendor's own published materials, and is accurate to the best of our knowledge as of August 2026. Vendors change their products; verify anything decision-critical with the vendor directly. Found something wrong? Email team@govably.com and we will correct it.

Common questions

Choosing AI minutes software

What is the difference between AI meeting notes and official minutes?
AI meeting notes are a summary of what was discussed. Official minutes are a legal record of what the body did: who moved, who seconded, the motion language, how each member voted, and what the body adopted. A summarizer that writes "the board discussed the road bid and approved it" has not produced minutes; a clerk still has to go back to the recording to establish the mover, the seconder and the tally. Tools built for clerks write each motion out properly.
Can AI-generated minutes be the official record?
Yes, in every state we have reviewed, provided a human clerk reviews the draft and the body approves it under its normal procedure. Open meetings statutes regulate what minutes must contain, when they must be available, and who approves them. They do not regulate which tool typed the first draft. See our full answer on AI minutes and open meetings law.
Does Govably replace CivicPlus or Granicus?
No. Govably works alongside them. Keep your CivicPlus or Granicus agenda and video platform, and add Govably for the minutes. Govably takes the recording link from either one directly.
Do I have to change video platforms to get AI minutes?
No. Govably takes the link to the recording you already publish, whether it lives on YouTube, Zoom, Vimeo, Granicus, Swagit, TelVue, Cablecast or CivicPlus, and writes the minutes from there: transcript, VoicePrint speaker naming, motions and votes, finished minutes and the public portal.
How much does AI minutes software cost?
It depends on the vendor and on what you get back. Compare what you pay against what you still have to do yourself after the draft arrives. With Govably, you get clear pricing on your first demo.
What about roll-call votes and abstentions?
This is the hardest part of a meeting for general-purpose AI, and it is worth testing on your own recording before you buy. Ask any vendor to run a real meeting of yours that includes a roll-call vote with at least one abstention or recusal, and check the output member by member. Govably writes each motion out with every member's vote by name, under ayes, nays, abstentions and absent.
Does this work if our meetings are only on YouTube?
Yes. A YouTube recording is a good source: the tool needs the audio and a way to tell voices apart. Govably takes a pasted YouTube link directly, and also takes links from Zoom, Vimeo, Granicus, Swagit, TelVue, Cablecast and CivicPlus, or an uploaded file. There is nothing to download and re-upload.
