Honest Comparison

Govably vs CivicPlus

CivicPlus is the biggest name in government agenda software. But bigger does not always mean better — especially when you are a county paying enterprise prices for features you never use.

The honest truth

Why counties are switching from CivicPlus

Enterprise pricing for basic needs

CivicPlus was built for large municipalities. Smaller counties and districts end up paying enterprise rates for features they will never touch. Govably is built for how you actually work — typically 30–50% less than a comparable CivicPlus quote.

Months-long implementations

CivicPlus implementations can take three to six months with custom training, IT involvement, and multiple rounds of configuration. Govably is set up in days — often the same week.

Feature modules sold separately

CivicPlus sells its capabilities as separate modules — what looks affordable upfront adds up as you add features. Govably is one flat plan: agenda building, live voting, AI minutes, and citizen portal are all included from day one.

Who Govably is built for

If you recognize your organization below, Govably is worth 15 minutes of your time.

County commissioners courts that need agendas, votes, and minutes — not a full CMS platform
City councils under 50,000 population that cannot justify enterprise pricing for agenda software
School boards, hospital districts, and special districts that hold regular public meetings
Clerks who are tired of copy-pasting between Word, Excel, and PDF every meeting cycle
Organizations that want citizen transparency — live vote updates, public portals, no login required
A note on ownership

CivicPlus is backed by Insight Partners ($290M, 2021). Govably is not PE-backed. We answer to clerks, not investors — and that shows up in how we set renewal pricing.

Common questions

Switching from CivicPlus

How much does CivicPlus cost compared to Govably?
CivicPlus pricing is custom-quoted and rarely published, but most local governments report it as a meaningful enterprise expense — and quotes vary widely by jurisdiction size, modules selected, and contract length. Govably comes in 30–50% less than CivicPlus for comparable agenda and meeting management functionality, with transparent pricing and no per-user fees.
How long does it take to switch from CivicPlus to Govably?
Most organizations are up and running on Govably within a week. We help configure your agenda sections, member list, numbering format, and legal notices. Your existing agendas and minutes in PDF format remain accessible. There is no hardware to install and no IT department involvement required — your staff logs in through a web browser.
What features does CivicPlus have that Govably does not?
CivicPlus offers integrated video streaming and legislative codification (ordinance management) that Govably does not currently provide. CivicPlus also has a larger integration ecosystem with other CivicPlus products like website hosting and community engagement tools. If your organization specifically requires video streaming of meetings or codification services, CivicPlus may be the better fit. For the core agenda-to-minutes workflow, Govably provides equivalent functionality.
Is my data secure on Govably?
Yes. Govably runs entirely on Google Cloud infrastructure via Firebase. Data is encrypted at rest (AES-256) and in transit (TLS 1.2+). Google Cloud maintains SOC 2 and ISO 27001 certifications. Each organization's data is isolated with role-based access controls enforced at the database level. There are no servers for your IT team to manage or patch.
